Gurugram's 2026-27 circle rates are no longer "proposed" — they have been in force since 1 April 2026, and every sale deed registered since then is measured against them. A circle rate (also called the collector rate) is the minimum value per square yard or square foot at which the Gurugram district administration allows a property to be registered, and stamp duty is charged on whichever is higher: your actual deal price or the circle-rate value. Headlines about a "75% hike" caused a lot of panic, but the real impact on you depends on your sector, your property type and how your price compares with the circle floor. This guide shows you exactly how to find your rate, calculate the cost, and spot when the hike genuinely bites.

Are the 2026-27 circle rates in Gurugram already in force?
Yes. Gurugram's 2026-27 collector rates came into force on 1 April 2026, replacing the 2025-26 list that had applied from 1 August 2025. If you read "likely from April 1" or "proposed" in older news, that is out of date: the final list is live, and any registration today uses it.
The district administration's own summary of the final list, as reported by The Times of India and detailed by Realty Hunting, is:
- 15–30% average increase across residential, commercial and agricultural land.
- About 51% of the district's area saw no change in rates.
- About 11% of areas, the fastest-growing ones, rose by up to 75%.
The rates were set using the previous year's registry (sale deed) data, market trends and infrastructure development. That is why the steepest jumps sit on corridors where deal prices had run far ahead of the old circle floor.
Which Gurugram areas saw the biggest circle rate hikes?
The biggest 2026-27 circle rate increases landed on the Dwarka Expressway belt, parts of Southern Peripheral Road (SPR), premium DLF phases and a handful of commercial stretches. The figures below come from news coverage of the draft and final lists (Magicbricks, News18, Realty Hunting); treat them as pointers, not as your legal rate.
| Area | Reported change (2026-27) | Source |
|---|---|---|
| Dwarka Expressway, Sectors 104–115 (residential plots) | Up to ~67% in the draft: from about ₹40,000–44,000 to ₹66,125–70,000 per sq yd | Magicbricks, 1 Apr 2026 |
| DLF Phase V | +75%: ₹1.44 lakh to ₹2.52 lakh per sq yd | Magicbricks |
| DLF Phase II | +75%: about ₹2.85 lakh to ₹4.99 lakh per sq yd | Magicbricks |
| Sectors 63, 63A, 64, 67 (SPR / Golf Course Extension) | +45%: ₹58,500 to ₹84,825 per sq yd | News18, 16 Apr 2026 |
| Sector 29 | About +15% | News18 |
| Golf Course Road malls and offices | About +10% | Magicbricks |
| Agricultural land on Dwarka Expressway | No change | Magicbricks |
The takeaway: "up to 75%" is a ceiling for select pockets, not a citywide increase. The district's own average is 15–30%, and roughly half the district did not move at all. Some media figures for the same sectors differ between outlets because they were written while the list was being finalised, which is exactly why you should read your own sector on the official list.
How do I check my sector's circle rate in Gurugram?
To check your circle rate, open the Gurugram district website (gurugram.gov.in), find the "Final Collector Rate Year 2026-27" section and download the list for your tehsil. Then follow these five steps:
- Find your tehsil first. The district publishes a separate list for each tehsil: Gurugram, Badshahpur, Farukhnagar, Wazirabad, Sohna, Manesar, Pataudi, Kadipur and Harsaru. Dwarka Expressway sectors, for example, fall under Kadipur and Harsaru.
- Find your sector, colony or village inside that tehsil's list.
- Pick the right column for your property type. Plots are priced per square yard; flats and builder floors are priced per square foot. Agricultural, residential and commercial rates are listed separately.
- Note the date and any corrections. The district page carries later corrections, so make sure you are reading the latest file.
- Ask the sub-registrar to confirm it before you sign. Your registration lawyer should print the applicable rate on the draft valuation sheet.
A useful rule: never rely on a broker's or a news article's number. The notified rate for your exact sector and property category is the only one that counts at the registry.
How is stamp duty calculated on the new circle rates?
Stamp duty in Gurugram is 7% of the property value in urban areas for a male buyer and 5% when the buyer is a woman, charged on the higher of the deed price and the circle-rate value. Registration fee and service charges come on top, and the sub-registrar's office gives the exact amount — see our stamp duty and registration charges guide for the full breakdown.
Worked example 1: a 200 sq yd plot in Dwarka Expressway Sectors 104–115. Using the reported draft figure of ₹66,125 per sq yd, the circle-rate value is about ₹1.32 crore. Stamp duty for a male buyer at 7% is about ₹9.26 lakh; for a woman at 5% it is about ₹6.61 lakh. Under the earlier rate of roughly ₹40,000–44,000 per sq yd, the same plot's floor would have been ₹80–88 lakh, so the minimum stamp duty was about ₹5.6–6.2 lakh. The hike adds roughly ₹3–3.7 lakh in stamp duty at the circle-rate floor.
Worked example 2: a ₹1.5 crore flat bought at market price. If the deed price is ₹1.5 crore and the circle-rate value for the flat is lower, stamp duty is 7% of ₹1.5 crore = ₹10.5 lakh for a man, or ₹7.5 lakh for a woman. The circle rate does not change this number at all, because your price is above the floor.
Worked example 3: a ₹1.5 crore flat when the circle-rate value is higher. Say your flat's circle-rate value works out to ₹1.7 crore (for instance, a resale where the seller has agreed to a discounted price). Stamp duty is charged on ₹1.7 crore: 7% = ₹11.9 lakh. You pay ₹1.4 lakh more than the 7% of your actual price, and it is the circle floor, not your negotiation, that set the bill.
Does the circle rate hike actually increase the cost of a flat?
For most new-launch flats in Gurugram, the circle rate hike changes very little, because actual market prices are far above the circle-rate floor. For plots, builder floors, older resale deals and any below-market transaction, it can raise your stamp duty meaningfully.
The reported draft circle rate for group-housing flats on the Dwarka Expressway (Sectors 104–115) was about ₹7,000 per sq ft, up from about ₹4,200 (Magicbricks). Market prices for new projects in the same sectors are well above ₹7,000 per sq ft. So a buyer paying market price on a new flat is still taxed on the actual price, not the circle floor.
Where the hike does bite:
- Plots and independent land parcels, where circle rates track land value directly.
- Resale deals with an under-declared price, where the deed price falls below the new floor.
- Sellers, because capital gains are computed with reference to the stamp duty value if it is higher than the sale price (see our capital gains tax guide).
- Buyers above ₹50 lakh, whose 1% TDS is computed on the higher of consideration or stamp duty value (see our TDS on property purchase guide).
Salaried buyers taking home loans tend to feel the impact less than cash buyers, because lenders value the property on the actual agreement price.
Should I register before or after a circle rate hike?
For the 2026-27 revision this question is now settled: the new rates have applied since 1 April 2026, so there is no "before" left to time. What remains is timing within the year, and it depends on your deal type.
- Ready-to-move resale: Registration happens at the deed. Whatever rate is notified on the registration date applies. A price agreed before April does not protect you if the deed was registered after.
- Under-construction flat from a builder: You are buying under a builder-buyer agreement and registration (the conveyance deed) usually happens at possession. The circle rate in force on the date of the conveyance deed applies, so a later revision (for 2027-28, say) can affect you at possession. Check your agreement for who bears stamp duty and registration changes. Our guide on conveyance deed vs sale deed explains what happens at each stage.
- Plots: The plot's circle rate is the floor, so the date of registration matters most here.
Haryana has revised Gurugram's rates year after year (Magicbricks notes hikes of 10% to 77% over the past two years), so assume future revisions are likely and keep your registration costs in your budget.
Is the circle rate the same as the market price?
No. The circle rate is a government-notified floor for stamp duty; the market price is what a willing buyer and seller actually agree. A higher circle rate does not mean the property is worth more, and a property priced at the circle rate is not necessarily fairly priced.
This distinction matters for due diligence:
- Don't use the circle rate to judge whether a price is fair. In premium sectors, deals routinely close at multiples of the circle rate.
- Don't accept a registered price "at circle rate" if the real price is higher. Under-declaring the price creates income-tax and title risk for both parties, and leaves you without a clean paper trail when you sell.
- If you believe the circle rate overstates your property's value, the Revenue Department's guidance is that you can request a valuation instead of being held to the notified rate (Realty Hunting).
For valuation sanity checks, look at recent registered deals and the developer's actual sale prices in your sector, and verify the project's registration status before you pay anything. PropReport's due diligence report combines fair-price valuation, RERA status, builder track record and legal risk for any Gurugram property.
What should I verify before I register?
Before you pay stamp duty, run through this short checklist:
- Confirm the circle rate for your exact tehsil, sector and property category from the official 2026-27 list.
- Compare it with your deed value. If your price is below the circle-rate value, expect stamp duty on the higher figure.
- Choose the right buyer name(s). Registering in a woman's name saves 2 percentage points; see our stamp duty relief guide for eligibility.
- Verify the title and encumbrances before registration, not after.
- Follow the correct registration steps, including e-GRAS payment, as in our property registration process guide.
